...is designed to help ensure the safety of our children through the application of Background Clearance Processes that are more comprehensive. In addition, this clearance process complies with laws established through PA Act 15 and the policies of Boy Scouts of America (BSA), and our New Birth of Freedom Council.

- Volunteers registering with our Pack Proceed to Part A & complete the 3 STEP Process.
- Parents/Guardians attending Summer Camp Proceed to Part B & complete the 2 STEP Process.
PART A
STEP 1: Complete Background Clearance “Criminal History” Check with Pennsylvania State Police (PSP), the Child Abuse History Clearance with the Department of Human Services and Fingerprint based FBI Check using the following Links:

1-C: Fingerprint based Federal Bureau of Investigation (FBI) Criminal History submitted through the Department of Human Services. This allows you to select a location and schedule a finger printing session: https://www.dhs.pa.gov/KeepKidsSafe/Clearances/Pages/FBI-Fingerprinting.aspx
Important: If you have been a Commonwealth of Pennsylvania Resident for the past 10 consecutive years, SKIP section 1-C and proceed directly to section 1-D.)
1-D: Given your Residency in the Commonwealth of Pennsylvania for the past 10 consecutive years, you need not apply for the Fingerprint based FBI criminal history. You are eligible to submit a “Disclosure Statement Application ” a Waiver request in lieu of the FBI Criminal History. For the “Disclosure Application & Waiver Request”. Please print this form for completion.
STEP 2: To complete registration as a BSA Volunteer, complete Parts 2 A & B…
2-A: Become familiar with the Document titled “Background Check Disclosure”,
2-B: Print and complete the Document titled “Additional Disclosures & Background Check Authorization".
STEP 3: Save & Print…
3-A: Save certificates and documentation from PSP, Department of Human Services and FBI Fingerprint History on your lap/desk-top computer.
3-B: Print and provide a copy of each the “Pack Cubmaster”.
3-C: If you are using the “Residency Waiver in lieu of the FBI Fingerprint History, print and complete the form, keep a copy and provide signed copy to the “Pack Cubmaster”.
3-D: Print and complete the form “Additional Disclosures & Background Check Authorization”. Keep a copy and provide original signed copy to the "Pack Cubmaster".
Provide completed documentation to our Pack Cubmaster, Ben Carbaugh
